  1. 2. No entry fee is chargeable for participation in the Award Scheme but for the avoidance of doubt, any entry is made at the entrant’s expense. By submitting an entry for the Award Scheme a supplier shall be deemed to accept the rules set down in this document.
  3. The published submission deadline is final. No entries will be accepted after this deadline.
  4. An entrant must provide the information requested in the entry format. Each entry will be assessed against the key elements specified in the entry format. Provided there are a sufficient number of entries, a short listing will be carried out. Scotland Excel on behalf of a judging panel has the right to request corroborating evidence and/or customer testimonials to substantiate the statements made by an entrant.
  5. A supplier may submit an entry for each qualifying framework with reported spend prior to 30 September 2019. They may also submit an entry to more than one category and, where appropriate, the same material may be used as the basis for more than one submission. For example, if a supplier has sold good or supplied services to two qualifying frameworks, they are free to submit two entries per category for each category.
  6. Judging panels will be appointed for each category and will comprise representatives from Scottish local authorities and the broader [Scottish] public procurement environment by invitation of Scotland Excel. No person directly involved in the management of a framework included within a category for award will be a member of the judging panel for that category.
  7. A judging panel shall be entitled to decide not to make any award in a category.
  8. Where a number of entries are received for a category and the judging panel decides that more than one entry is worthy of recognition, the judging panel may award one or more “highly commended” certificates in addition to choosing overall winner(s).
  9. All decisions of the judges on the making of awards and all other matters relating to the Award Scheme shall be final and there is no provision for appeal.
  10. Scotland Excel shall be entitled to use the material forming part of any entry and/or photographs of the entrants at the awards event for the purposes of its future promotional or publicity activities.
